How the tiers actually divide
Basic Registration covers small operations with turnover under ₹12 lakh. The State License covers most growing manufacturers and traders above that, with capacity-based conditions for manufacturing. The Central License applies to large operations, importers, exporters, and businesses operating across multiple states or supplying certain institutions.
Turnover is the headline test, but manufacturing capacity, import/export activity, and multi-state operations each independently push you up a tier — a modest-turnover importer still needs Central.
Why the wrong tier hurts twice
First at listing time: marketplaces compare the tier against your declared business scale, and a mismatch stalls approval. Second at growth time: outgrowing Basic mid-year means a fresh application while your existing listings reference the old number — an avoidable operational mess.
If projections put you near ₹12 lakh within the year, applying for the State License up front usually costs less than the mid-year migration.
Getting the application right
Match the application's declared products to what you'll actually list, keep the address consistent with your other registrations, and calendar the renewal from day one — validity is chosen at application (one to five years), and a lapsed license is treated as operating unlicensed, not as a paperwork slip.

Home-scale operations under the turnover threshold use Basic Registration. Selling on aggregators or marketplaces doesn't change the tier, but they will verify it.
Does the license cover multiple products?
It covers the food categories declared in the application — add categories formally when the range expands rather than listing outside them.
