Shop & Establishment Registration
Shop and Establishment registration or intimation is a state/UT-specific compliance for covered commercial establishments, with duties that can depend on location, activity, headcount and worker category.

Who it’s for
When you may not need it — Coverage, exemptions and “registration versus online intimation” differ by state. Home-based, factory, professional, government, very small or specially regulated establishments may receive different treatment. A factory licence or another registration does not automatically answer the Shop Act question.

In which state/UT and city is the physical establishment?

How many persons work there, including contract/part-time workers?
Step 6
Does the business already hold factory, trade, FSSAI or other premise licences?
Step 7
Is this a principal office, branch, shared workspace or home office?

Questions founders ask
Is there one Shop Act registration valid across India?
No. State/UT laws and portals control the requirement. Multi-state businesses need a location-by-location review.
Is registration always compulsory from employee number one?
Do not publish that nationally. Coverage and registration/intimation thresholds differ by state and establishment type.
Does the commencement of the four labour codes cancel every state Shops and Establishments law?
No. Do not claim that the codes erased all state establishment regulation. Check the current state law and any transition notification.
Is a co-working or home-office address automatically accepted?
No. The portal may require evidence of lawful possession, owner consent, signage or physical verification. A mail-only address is not a substitute for a genuine covered establishment.
Are trade licence and Shop registration the same?
No. A municipal trade/health licence and labour-establishment compliance arise under different laws.
